A 19-year-old Richmond man who authorities said described himself as an ISIS recruiter is accused of making a bomb threat against the University of Houston during a Zoom lecture, federal prosecutors said. Ibraheem Ahmed Al Bayati was taken into custody Friday and appeared in federal court Tuesday on charges of making threats to destroy by means of fire or explosives and making a threat over interstate commerce, according to the Southern District of Texas U.S. Attorney's office. Al Bayati joined a university Zoom lecture Wednesday under the name Abu Qital al Jihadi al Mansur, officials said. He is not a University of Houston student, but gained access to the lecture when a student shared the link, said university spokesperson Shawn Lindsey. According to the criminal complaint, Al Bayati interrupted the lecture and said, "What does any of this have to do with the fact that UH is about to get bombed in a few days?" In Arabic, he then said, “Islamic State will remain,” in reference to the foreign terrorist group known as ISIS. He repeated the phrase with his index finger raised and left the call “to the gasps of students,” officials said. The index finger gesture is “sometimes an indicator of radical Islamic ideology,” according to the complaint. During an interview with an FBI special agent, Al Bayati said “the whole thing was a joke” devised by him and a friend, according to court documents. Aligning private finance with the Sustainable Development Goals (SDGs) promises to close the multi-trillion-dollar SDG 'financing gap' while unlocking trillions more in market opportunities. This article explores the processes mobilised for this alignment in Indonesia, an emerging country exemplified as a site where such opportunities are profuse. We do so through assessing modalities of planning, prototyping and building project pipelines designed to facilitate market development for green and SDG bonds. As these types of bonds are supposedly used only to finance socially and environmentally beneficial projects, they are placed at the forefront of innovations to align financial returns with sustainable development outcomes. To make sense of what these forms of innovative finance do, we weave scholarship on the financialisation of development and on (shifting) governance practices surrounding the development project, together with empirical material gathered from SDG finance events, document analysis and semi-structured interviews. We argue that the processes shaping market development for green and SDG bonds functionally iterate upon and extend an open-ended project of making development legible to capital: to see and act on the SDGs as an investable proposition. This legibility rests upon and engenders standard(ising) techniques to define what counts as 'green' and 'sustainable' in ways that (in)visibilise impacts, promising - albeit speculatively - the realisation of social, environmental and financial goals. Here, the SDGs provide the institutional locus to enliven this promise, erasing the unevenness of finance-oriented development and legitimising capitalist modes of 'seeing' and 'doing' development around this promissory imaginary.

The elicitation of scientific and technical judgments from experts, in the form of subjective probability distributions, can be a valuable addition to other forms of evidence in support of public policy decision making. This paper explores when it is sensible to perform such elicitation and how that can best be done. A number of key issues are discussed, including topics on which there are, and are not, experts who have knowledge that provides a basis for making informed predictive judgments; the inadequacy of only using qualitative uncertainty language; the role of cognitive heuristics and of overconfidence; the choice of experts; the development, refinement, and iterative testing of elicitation protocols that are designed to help experts to consider systematically all relevant knowledge when they make their judgments; the treatment of uncertainty about model functional form; diversity of expert opinion; and when it does or does not make sense to combine judgments from different experts. Although it may be tempting to view expert elicitation as a low-cost, low-effort alternative to conducting serious research and analysis, it is neither. Rather, expert elicitation should build on and use the best available research and analysis and be undertaken only when, given those, the state of knowledge will remain insufficient to support timely informed assessment and decision making.
