As a small landlord in Torrington, Ken Ernhout says he is being directly impacted by the coronavirus pandemic. As the owner of four apartments in two duplexes, Ernhout has been unable to evict one of his tenants since March because of a moratorium on evictions imposed by Gov. Ned Lamont.
